Project Purpose: This funding would extend The U.S. Army Corps of Engineers' effort to identify a suitable location near The Dalles Lock and Dam to construct a tribal village for members of the four Columbia River Treaty Tribes: the Confederated Tribes and Bands of the Yakama Nation; the Confederated Tribes of the Warm Springs Reservation; the Confederated Tribes of the Umatilla Indian Reservation; and the Nez Perce Tribe. The Flood Control Act of 1950, which authorized the construction of The Dalles Lock and Dam, also authorized the construction of a replacement village to compensate for the loss of tribal villages at Celilo, Oregon, and Spearfish, Washington. These villages were inundated in 1957 when the Corps completed construction of the dam. Continued funding is necessary to identify appropriate sites.

Project Purpose: The City of Battle Ground is proposing to construct a new sanitary pump station and force main to serve the City's west side. This will unlock approximately 595 acres of land for industrial, commercial, and residential development. Activities to be funded include the construction of the pump station site, which will pump up to 2,500 gpm of sanitary sewage, construction of the force main, which will extend approximately 2 miles and tie into an existing manhole, and the related inspection and construction management costs. Major components include a wetwell, pumps, generator, electrical equipment, metering equipment, site security and lighting, and piping. The City has received State of Washington grant funding to complete design on the project. Project design, permitting and right of way acquisition is underway and is expected to be completed by December 2021.

Project Purpose: Replacement and improvement of outdated, insufficient City of Bothell Sewer and Water Utility infrastructure will be addressed by funding of this request. Sewer Lift Station #1 is currently undersized, functioning poorly, has limited wet well storage, and has no space at its current location to increase lift station capacity. Construction of a lift station bypass main will allow the majority of the sewer drainage basin to be served by gravity with only the remaining adjacent neighborhood (Valhalla neighborhood) to be served by the lift station. Inadequate 60-year old water and sewer mains in the surrounding Valhalla neighborhood will also be replaced to improve system functionality. The asbestos cement water mains have degraded, become soft, and have failed at least three times in the last five years. Replacement of these water mains with new ductile iron water main will reduce the risk of a water main breaks, service disruption, and better comply with Fire Fighting and Drinking Water Standard requirements. The concrete sewer mains are cracked, poorly connected, have root intrusion, and have significant groundwater Inflow & Infiltration. Replacement of these sewer mains with new PVC pipe will eliminate root intrusion and Inflow and Infiltration associated with old, poorly performing sewer mains.

Project Purpose: The project seeks to recover extremely valuable lost foraging habitat for juvenile salmon to help support Pacific Northwest salmon recovery, and subsequently, the Southern Resident Orca population in Puget Sound as well. It helps increase salmon populations available for Tribal fishing. These are readily achievable “precursor” projects, constituting components that must be done before/as part of the ultimate Willow Creek daylighting/Edmonds Marsh restoration project. They are key to the ultimate objective of restoring a fully functioning saltwater tidal marsh by improving the quality of stormwater runoff entering the Marsh from surrounding properties, streets and SR 104. With improved quality of the stormwater entering the Marsh, together with eventual daylighting of Willow Creek, a healthy saltwater marsh/estuary will be restored, which will both contribute to improved water quality of Puget Sound, as well as re-create rearing habitat for juvenile salmon, including juvenile Chinook salmon, the preferred prey of the endangered Southern Resident Orca. The 28-acre plus Edmonds marsh has been sealed off form Puget Sound by a barrier which prevent fish use of the marsh complex and which restricts the salt water conditions necessary to support a healthy marsh complex critical to juvenile foraging salmon. The Willow Creek Daylighting and Edmonds Marsh Restoration Project seeks to restore a lost estuarian marsh in the heart of Edmonds. Currently the marsh drains out to the Puget Sound via a limited diameter pipe, which prevents fish entry into the marsh and restricts the natural tidal exchange that supports a healthy estuarine marsh system. The City seeks to restore the open channel flow in order to restore the marsh habitat areas and, for the first time in over half a century, return this 28-acre habitat area for fish use.

Expected positive community impacts include: Addresses State efforts to improve salmon and other habitat, and restore shorelines in Puget Sound. Completes the Final Phase of Upstream Habitat Restoration work will expand waterfront access to meet the region’s forecasted growing population and recreational needs. Shoreline public access will be restored on this property with a 15 foot wide promenade. The project will educate the public on the site’s historical and cultural significance to Native American and Japanese/Japanese American communities. Serves as an example/model for achieving shoreline restoration of a heavily industrialized site (a former military fueling tank farm) to its original natural setting. Public access to a publicly-owned shoreline area on Possession Sound is established, consistent with the State Shoreline Management Act.

Project Purpose: This project provides conveyance in addition to treating stormwater runoff through bioretention facilities located within the right-of-way on 15 blocks within the Thornton Creek Watershed. These sites have been selected during an options analysis phase by assessing technical feasibility, the need for drainage infrastructure, and other values such as on-block resident support and race and social equity. For each block, conveyance needs have been assessed and bioretention facilities will be located based on physical constraints and volume of runoff. Each bioretention cell will function in two ways, as a treatment facility and as a conveyance system. Each conveyance system will be designed to meet SPU’s 2004 Comprehensive Drainage Plan level of service for managing stormwater.

Project Purpose: This request seeks to accelerate eliminating septic systems in one of the District’s service area’s lower income neighborhoods and one of greatest environmental concern, while providing additional financial assistance to homeowners that are in the greatest need. Federal aid will support the installation of 3,700’ of 8” gravity pipes that connects to the District’s wastewater services in the Curtin Creek area—which has a history of failing septic systems and proximity to the Curtin Creek Watershed, a tributary of the critical Salmon Creek Watershed. Completion of the project will enable 72 properties to move away from their septic systems and connect to the community’s wastewater infrastructure. Once homes are connected to the new infrastructure, property owners are responsible for a subsidized cost to install the infrastructure which, even with financial offsets from the District’s SEP, averages approximately $31,000 and is offered as a low-interest loan that can be repaid over 5-10 years. These costs can be out of reach for many working-class families; however, a federal investment would enable the homeowner’s obligation in the Curtin Creek area to fall to approximately $6,100 that similarly can be repaid over a 5-to-10-year period. Providing these additional savings will allow more property owners to move their homes off septic systems providing benefit not only for them but also for the greater community.

Discovery Clean Water Alliance

Project Purpose: Federal funding will support replacement of the SCTP’s 25-year-old mechanical dewatering equipment with modern technology that is more reliable and efficient. This equipment is a critical element of the wastewater treatment process. The SCTP currently utilizes two belt filter presses that require ongoing and increasing maintenance cost, including a complete rebuild three years ago to extend their life. To reduce these maintenance and reliability concerns, the Alliance plans to replace these belt filter presses with screw presses or centrifuges. The new equipment will have an added benefit in that it will produce biosolid material that requires less truck hauling. A federal investment will free local resources to complete additional upgrades to the SCTP as part of its $55 million capital improvement plan.

Project Purpose: Funding is requested to construct an energy-efficient 5,000 square foot visitor center. The center would orient visitors to the Refuge, expand facilities and opportunities for environmental education and recreation, as well as promote understanding of the Refuge, conservation and the region’s natural and cultural history. The facility would create an indoor/outdoor environmental education area, exhibit and event space, restrooms and a small nature store. The Refuge has completed a 35% engineering design. The visitor center would meet LEED energy conservation and sustainability standards to reduce annual operations and maintenance costs. Site improvements have already been completed during the adjacent Refuge construction in 2020. This project would also leverage other federal investments.

Project Purpose: This request for funding will provide for the implementation of the Shoalwater Bay Tribe’s community relocation project to construct roads/utility infrastructure on the 4,000 acres purchased by the Tribe. All of their housing and government buildings are just 15 feet above sea level on the coastline. Partial federal funding, and a tribal relationship with the Army Corps of Engineers, has led to construction of an embankment in the tidal zone portion of their Reservation, but is continuosly washing away. A single tsunami event would take out every home, the government, their economic development opportunities, and what defines them as Shoalwater people. The Tribe needs financial and technical support to build the infrastructure we need to move uphill. Based on erosion and other projections, this needs to happen immediately. The land purchase has been completed by the Tribe. Now that we have the land, we are ready for construction of the road/utility infrastructure. This first requested investment is for Phase 1A for pre-construction; roads; sewer; water; and utilities.
